Banning cellphone use for those under 21

There is a bill that has been introduced in the state that anyone under the age of 21 cannot possess a cell phone. They would use a misdemeanor punishable by a maximum of a year behind bars and get charged a $1,000 find. They say that one of the leading deaths of teens is using a cellphone while driving. My opinion on this is that sometimes children or teens have issues too where they need a phone because of family issues or other things. I feel that phones can keep some children safe, for example, some children walk home after school and a phone can be used for them to call for help or let their parents know where they are.
